When a user can not access an Agenda - it is usually due to a draft proposal that was added and your Institutional Preferences are set to restrict access to drafts. While the proposal is still in draft mode and not shared with these users, they won't be able to see it due to your current settings. Once the proposal is either removed from the agenda or submitted for review, they will be able to access the agenda again.
Alternatively, you can adjust your settings to allow users to view drafts they didn't create. If you're interested in enabling this option, you can navigate to System Settings > Institutional Preferences and uncheck the box for Restrict access to draft proposals. This change will allow users to see drafts in progress and subsequently view them when added to an agenda.
