Can a course (program, policy, etc) start and end in the same term?

Yes! Setting the start term and end term to be the same just means the item is only valid for the single term. When this has been set, you will see only a single term (Fall 2022) shown in the versions rather than a start to end date (Spring 2023 - Indefinite).
