Can we add drafts or completed proposals to an agenda?

The agendas tool is designed to work with proposals in progress; so completed ones or drafts won't be available to add using the available gadget. You could however, add a field to the form to allow users to manually link to drafts or completed proposals if that might be a suitable workaround.
