What does the 'participants' mean in the change log of my proposal?

The participants listed under changes refers to either a change in the workflow (could be a skipped step, a branch, or an option change in the form that updated when the workflow moved to the next step), or using the comment feature to tag in a user who was not a part of the initial workflow.
