To ensure proposals can complete their process, edits can not be made to a workflow step that is currently in progress. Edits can only be made to a workflow step when there are no proposals at that step - but new steps can be added to the workflow configuration at any time.
There are a few things to keep in mind when you are editing the workflow:

Changing the role(s) assigned to approve, acknowledge, etc. - If you change users within a role, then proposals currently at the changed step will need to be withdrawn and resubmitted to the workflow in order to see the change. The workflow will not recalculate the current step to account for the change in users.
Proposals that not not yet reached the step will be able to proceed with the adjustments. Proposals that have already passed the changed step will be unaffected. - Adding a step(s) to a workflow - Steps added to the workflow will only be reflected on proposals that have not yet reached the new step (for example, proposals that are at the first step of workflow and a new step is added at step five). Proposals that have already passed where the new step is added will be unaffected.
- Removing a step(s) from a workflow - Proposals that have not yet reached the removed step will be unaffected and will continue to route appropriate. Proposals that have already passed the change step will be unaffected.
- Changing the title/label of a step - the updated label will immediately be reflected on the workflow tracker, reports, etc. and proposals will not be affected.
