The Assessment Scales are used within the rule for Grade Type. For example, you may have a rule within the Omega Rules gadget that indicates a student must have earned a minimum of grade within a specific course. The Assessment Scale option will allow you to define what that grade is; and provides you the ability to have more than one option.

Inactivating is used rather than deleting to ensure existing records are not impacted; and allows you to reactivate them at any time should they be needed at a later date.
