Can a completed proposal be sent back to a previous step?

Unfortunately, once a proposal has completed the workflow, we aren't able to move it back to a previous step. If additional changes need to be made, you could as an admin, modify the program, or have the submitter resubmit the proposal with additional changes if they need to go through the approval process again.
